Toys and other items are strewn around one of the bedrooms of a home in Fairfield, Calif., Monday, May 14, 2018, where authorities removed 10 children and charged their father with torture and their mother with neglect after an investigation revealed a lengthy period of severe physical and emotional abuse.
Responding officers found spoiled food, as well as animal and human feces on the floor.
Police responded to the area and, as part of the investigation, searched his home.
Investigators believe nine of the 10 children were abused.
A California police lieutenant says children taken from a home said they had puncture wounds, burns, bruises and injuries consistent with being shot with a pellet gun.
He's been charged with nine felony counts of child cruelty, and seven of torture. "I've been in law enforcement since.well. more than 30 years ago", said Hurlbut.
"When the children were safe with other family members it came to light that there was significant abuse and incidents of torture", Chief Deputy District Attorney Sharon Henry said.
But the children's mother said it's all a big misunderstanding. She was released after posting $10,000 bail on April 9.
The mother, 30-year old Ina Rogers, was arrested and booked into Solano County Jail for child neglect the same evening. She said her son was upset when she took his iPad away because he didn't do one of his chores.
According to the police department, officers returned a missing 12-year-old boy to a home on Fieldstone Court in Fairfield, located roughly 45 miles northeast of San Francisco, on March 31.
But once inside the home, the officers conducted a search due to concerns for the safety and health of the child and the child's siblings.
Police in Fairfield north of San Francisco said Monday that the children range in age from 4 months to 12 years.
A Fairfield mother accused of child endangerment says her 10 kids sleep in one room because they want to.
On Monday she showed reporters the family's four-bedroom home, denied abusing the children and said that she is being judged for having a large family and home-schooling them. "I was afraid that I could not find him".
"Fear set in. that my son was missing", she said. "I tore up my house, I lifted up beds, I ripped things out of the closet, I completely tore up everything to make sure that he really wasn't here".
Hurlbut says the children's father, 29-year-old Jonathan Allen, was arrested Friday after officials interviewed the children.
All 10 children, meanwhile, were placed into the care of the Solano County Child Welfare office. As a result of the investigation, an arrest warrant was issued for the father of the children and served by detectives on Friday, May 11 at 8:30 a.m.at the family home. He was booked into the Solano County Jail for nine counts of felony torture and six counts of felony child abuse.
Peggy Allen, the mom of Jonathan Allen, stated she had talked to Rogers concerning the situation of the house, saying it was vital to maintain a clear home.
