Head coach of France Didier Deschamps presented the final squad for the world Cup in Russian Federation.
Karim Benzema (1st R) of France celebrates scoring his team's fourth goal with his teammates during the 2014 FIFA World Cup Brazil Group E match between Switzerland and France at Arena Fonte Nova on June 20, 2014 in Salvador, Brazil.
The squad was announced on Thursday evening via the France Twitter handle.
There is no such hope for Payet, however, as he sustained a muscle injury in Olympique de Marseille's 3-0 defeat by Atletico Madrid in the Europa League final on Wednesday.
His team-mate Florian Thauvin, who has excelled at Marseille after an unhappy spell at Newcastle, is in the squad.
"Dimitri Payet was a serious candidate for a place in the squad".
Alphonse Areola and Steve Mandanda will provide back-up for Hugo Lloris in goal, while Benjamin Mendy-who has made just three substitute appearances for Manchester City since September-was included among the defenders, who also included Raphael Varane, Samuel Umtiti and Presnel Kimpembe.
"I dreamed of participating in this World Cup like all the children who will watch this World Cup", said the 19-year-old Mbappe.
"He played the first half-hour of the Europa League final and his situation worsened".
"Players have repaid my faith and I put the group above everything", Deschamps said.
Prior to their departure for Russia, France will take on Ireland, Italy and the United States in friendlies.
France, runner-up at the European Championship two years ago, opens its World Cup campaign against Australia on June 16.
