Local media reported that gunfire erupted at a gathering and that a child may have been among those injured.
Police responded to the scene, on the 1300 block of Midland Avenue, shortly afterwards.
Police later said the shots had come from across the street, hitting the lawn where the victims had gathered for a memorial, U.S. media report.
Those who suffered injuries were transported to Upstate Hospital for treatment.
Police responded to a shooting in the city in upstate NY shortly after 9pm local time, the department said in a statement posted on Twitter by a producer for National Public Radio. Another person was shot at a second scene nearby. He says ages of the victims range from 8 to 35.
"She also says shootings are a familiar sight in this neighbourhood".
The website said ambulances were seen driving away from the scene with a police escort at about 9:15 pm. One witness told Spectrum News that 3 boys dressed in black hooded sweatshirts had opened fire at the first scene, but police have not confirmed that.
The Post-Standard reports that witnesses say they saw two to three possible shooters and heard at least 10 shots.
